The daily share of people tested in New York City who are positive for Covid-19 hit 3.25% for the first time since June, Mayor Bill de Blasio said Tuesday, just as most public schools began reopening and limited indoor dining is set to begin.

The rise in cases was fueled by hot spots in nine ZIP Codes in southern Brooklyn and Queens, which have seen more than a threefold increase in cases in the past two weeks.
